Six years ago, the Cabinet under Tun Dr. Mahathir took a hasty and ill-considered decision to rush headlong to implement from 1.1.2003 the English for Teaching Mathematics and Science (ETeMS) programme from Standard One for all primary schools, totally without proper or adequate preparation making five million Malaysian school children in the primary schools guinea pigs of Barisan National politicians in the past six years.On 8.7.2009, the Cabinet under Datuk Seri Najib Razak tried to undo the failures and disasters of the ill-considered Cabinet decision six years ago after wasting RM4 billion of public funds, again committed the folly of another ill-considered decision that will victimize millions of Malaysian students by making them "guinea pigs" of BN politicians for a second time in their 11-year primary and secondary education.
Both the Cabinet's decisions failed to come up with a formula which commands public confidence that English, Mathematics and Science proficiency of Malaysian students would be upgraded for Malaysia to become a global powerhouse in these three subjects.
There must be a new round of national consultation and debate to give a genuine New Deal to the millions of Malaysian students in schools which will redound to greater national economic prowess and international competitiveness, instead of a Raw Deal which negates the faults of ETeMS without any compensating or redeeming virtue.
