The book, "Lim Guan Eng MP in Jail, was prepared and published for the Inter-Parliamentary Union (IPU) Mission to Malaysia on November 30 - December 2, 1998 on the human rights violations of Malaysian Member of Parliament Lim Guan Eng (Democratic Action Party), who is languishing in Kajang Prison for defending the honour, human rights and women's rights of an underaged 15-year-old girl
The IPU Mission comprised Clyde Holding, former MP and Minister, Australia, former President of the IPU Committee on the Human Rights of Parliamentarians, Mahinda Samarasinghe, MP, Sri Lanka, member of the Committee on the Human Rights of Parliamentarians and Ingeborg Schwarz, Committee Secretary, IPU Human Rights Programme Officer.
The IPU Mission ended as a failure, for it had not been able to carry out the mandate of its mission to Malaysia to "gather information directly from the authorities, the parliamentarian concerned and his lawyers as well as other relevant parties", as the scheduled meetings with the Yang di Pertuan Agong, the Prime Minister, the Governor of Malacca, the Minister for Foreign Affairs and the Attorney-General were cancelled at the very last minute.
