"Defense policy has too often been treated as a specialty of only a few senators and congressmen, chiefly those who serve on the armed services committees. In these critical times we can't leave it to the armed services committees to come to the floor with budget numbers and policies about which the rest of us in Congress know little. In the past we have been able to get by on other peoples' work and our efforts have been confined mostly to adding or subtracting a few dollars here and there. That kind of superficial involvement simply won't work anymore."- Senator David Durenberger
