The basic idea was to develop a continuing stream of inputs from migrants on the issue of migration and health from a human rights perspective. Expression of the voices of migrants was realized through a programme of action research. Through participatory data collection material was collated to use for CARAM's advocacy work at national and regional level. In addition, efforts were made to initiate innovative interventions that could be examples for interested stakeholders on howto develop public health for migrant populations. Through its strong participatory philosophy CARAM was different from the many international NGOs who later understood the importance of the issue of AIDS and migration. Each stakeholder in the process has a role to play.
