As in any enterprise of this nature, this book would not have been possible without the contributions, large and small, of a great number of people. Most of them had no idea what they were contributing to.
Rutgers University gave me a sabbatical leave in 1990 during which I collected a great deal of material and produced a first draft of several chapters. I received welcome financial support through an Andrei Sakharov Fellowship from the Jacob Blaustein Institute for the Ad- vancement of Human Rights. I deeply appreciate the honor as well as the assistance. The former Director of the Institute, Sidney Liskofsky, was of great encouragement to me in shaping this project. The current Director, Felice Gaer, helped me to hone many of my ideas when she was Executive Director of the International League for Human Rights, and she helped mightily with the source material.
Eduardo Vetere and Kurt Neudek of the Crime Prevention and Criminal Justice Branch of the United Nations in Vienna have always been willing to share their wisdom and experience with me-to say nothing of voluminous documentation. Matti Joutsen, Director of the European Institute for Crime Prevention and Control affiliated with the United Nations, Vincent Del Buono of the International Center for Criminal Law Reform and Criminal Justice Policy in Vancouver, and Ronald Gainer, formerly Associate Deputy Attorney-General of the United States, were all kind enough to read drafts of much of the manuscript and to make suggestions that undoubtedly improved it. Matti also gave generously of his prodigious memory, his political wisdom, and his files. Several of the current and former staff of the Law Library here at Rutgers Law School in Camden went to great pains to track down elusive material for me, particularly David Batista, Lucy Cox, Anne Dalesandro, Vicki Kristian, and Marion Townend. David Batista was kind enough to prepare the bibliography. Belinda Clark, Jane Coombs and Ambassador Dame Ann Hercus, of the New Zealand Mission to the United Nations, along with David Oughton and Graheam Simpson of the New Zealand Department of Justice, educated me on many matters. They also facilitated my participation at several of the meetings discussed in the pages that follow.
