Tan Sri Lee Siow Mong was born in Singapore in 1915. However, he spent the early years of his life in China where he learned Chinese as his first language. Return- ing to Singapore at the age of 12 he was enrolled in an English school. The young Lee quickly picked up the language and in 1933 came second among all the can- didates from the Straits Settlements in Senior Cambridge Examination. His high marks in this examination earned him a scholarship to Raffles College to study science.Meanwhile, his father engaged a tutor to continue the boy's education in the Chinese language. He also studied Chinese calligraphy and painting, Shaolin martial arts, Chinese music and classical literature.Tan Sri Lee's career began after graduation from Raffles College. He joined the Civil Service in the pre-war era and held a wide variety of posts. Before his retirement in Singapore, he held two positions concurrently as Permanent Secretary on special duties in the Prime Minister's Department and as General Manager of the Public Utilities Board.His public service career in Malaysia began in 1965. He was General Manager of the Employees Provident Fund, and retired in 1980 in his position as Adviser to the Fund's Board.
