In the relatively brief span of years since Bendix' Work and Authority in Industry was first published, the problems to which it is addressed have become of even more compelling interest than they were in 1956. With the emergence of many new nations in Africa, the growing concern over the future of democracy in Latin America, the continuing manifes- tations of political instability in the Middle East, and the recent attack of Communist China on India, the problems of the underdeveloped parts of the world have increasingly occupied the headlines. And the one thing, above all others, that the underdeveloped countries seem to have in common is an intense aspiration toward industrialization.
The difficulties involved in converting an agrarian population into an efficient industrial work force have come to be widely recognized as a central problem of industrialization. Is a prolonged period of industrial conflict an inevitable accompaniment of the process, as in nineteenth century England? Under what conditions is industrial conflict likely to breed revolution? How does the prognosis differ for those countries that proceed along socialist lines and those that rely heavily on free private enterprise?
